Aha, so there is a chance that your agent is running!
The output you displayed is a result of a 'test' expert system on the client (it does not run an agent, it just simulates the server rules). If the agent is running,but you got an error in 'test' it means there is a bug which has not been previously detected.
When you save an agent, another set of code tries to reach the server and check the NAB. If it cannot reach the server, for example, you might get a warning that the agent MAY NOT run. This warning does not mean it will definitely will not run, it means the designer client could not tell if you have rights or not.
But have you actually looked at the server (server console or log.nsf) to see if the agent is actually running? What you get in the designer are warnings or diagnostics. What you see on the server console/log is the actual results.
If the agent actually ran, you will also see that agent log was updated to indicate the last time it has ran.
